Lusaka, Sunday,\nNovember 24, 2019<\/em>: COMESA Institutions and the Secretariat have\ndeveloped a draft framework of cooperation. The tool is intended to deepen\ncollaboration and synergy in the delivery of their different mandate towards\ntheir common goal of promoting regional integration.<\/p>\n\n\n\n

In\na one-day retreat conducted in Lusaka, Zambia on Sunday, November 24, 2019, the\nheads of the institutions and Secretariat agreed on the need to adopt a more\ncoordinated approach in joint planning, procedures for reporting to the COMESA\nPolicy Organs and resource mobilization.<\/p>\n\n\n\n

The\ninitiative is line with Article 175 of the COMESA Treaty, which provides for\nthe relationship between the Institutions considering the objectives, policies,\nprogrammes and activities of the Common Market in the implementation of the\nCharter of each Institution.<\/p>\n\n\n\n

Speaking\nat the opening of the retreat, Secretary General of COMESA, Chileshe Kapwepwe\nnoted that a lot of work on implementation of the COMESA Treaty was being\nundertaken by COMESA institutions.<\/p>\n\n\n\n

\u201cIn terms of reporting the achievements\nof the Common Market, the contributions made by the institutions are not\nreported properly,\u201d the SG noted. \u201cIt is therefore important that we chart the\nway on how we shall be working together to ensure that COMESA Member States are\naware of and realize the benefits of regional integration.\u201d<\/em><\/p>\n\n\n\n

The\nforum considered  the structure and modalities for reporting to COMESA\nPolicy  Organs and agreed on the need to specify the roles and targets for\ninstitutions and harmonize them to promote complementarity.<\/p>\n\n\n\n

In\nthis regard, a joint task team will be constituted to come up with a draft\nframework of reporting by institutions to demonstrate their achievements\nespecially on value addition at the national level.<\/p>\n\n\n\n

The\nforum also acknowledged that all COMESA Member States invested resources in the\nestablishment of each institution, hence the need to uphold the aims and\nobjectives of the Common Market while respecting their specific mandates and\ngovernance structures.<\/p>\n\n\n\n

In\ncoming up with a cooperation framework, the forum noted that some institutions\nof the Common Market have membership that goes beyond COMESA. Hence there was\nneed to ensure balance between their responsibilities as COMESA institutions,\nand the interests of the other stakeholders.<\/p>\n\n\n\n

As\npart of joint planning, information sharing between the institutions on one\nhand and with the Secretariat on the other, will be enhanced through harmonized\ncommunication strategy. The Secretariat will share the calendar of major events\nwhere institutions could leverage such as the Secretary General\u2019s missions to\nMember States, in which they have special interests.<\/p>\n\n\n\n

To\nformalize the working relationships, the parties will develop memoranda of\nunderstanding to provide the framework of collaboration and synergy.<\/p>\n","protected":false},"excerpt":{"rendered":"
